I think intent is a bit muddled here and, perhaps, 'new' is being used when 'changed' is intended. If Alex wants to end up with TWO files then yes he does need to copy but I think that all that he wants to do is 'change the header'. If he simply want to edit the file then NO he does not need to copy over all chunks.
