Is a beat always a quarter note in MIDI

Hello,

I thought that a beat is determined by the time signature denominator. So, for example, in the case of the 4/4 time signature a beat is a quarter note, and in the case of 2/2 a beat is a half note…
But it looks like in the world of MIDI files a beat is always a quarter note…
I've done the following test. I opened a MIDI file with time signature 6/8 in Sibelius, and then parsed that file with the MusicSequence/MusicTrack API. As a result, I got "0.5" instead of expected "1" - duration in beats for notes which are displayed as 8th in Sibelius.

Could someone clarify this please? I haven't found definition of a beat in the Apple documentation, nor on www.midi.org.
