as an illustration, i have a variety of RME devices in a number of
different machines that run OS X. the RME Hammerfall (original
edition) has no mixer, no volume controls, no routing options. OS X
displays this correctly to the user - there are no controls
corresponding to the device presented anywhere in the interface of any
CoreAudio application. By contrast, the RME Hammerfall DSP does have a
(matrix) mixer, and it presents highly simplified volume controls in
the Audio/MIDI Setup app (to take full control of the gain controls
you need to use RME's own custom utility app, since Audio/MIDI Setup
makes no accomodation for a matrix mixer). The same is true of the RME
Fireface 400, which also has a matrix mixer, and similarly presents
volume controls for the user to play with.
so you need revisit your belief that the USB audio interface you are
using has no accessible volume controls, and if its correct, tell the
manufacturer. its also possible that your belief is incorrect, but i
know nothing about the device you are using.
note that gain control does not require an amp. the hammerfall DSP has
no DA or AD converters anywhere and is an all-digital device other
than a stereo headphone out. it still provides digital gain control.
