Choosing API for MP3 Streaming decode

I'm working on an App that need to streaming MP3 via HTTP and do some effect & mixing with microphone.
In order to perform audio effect, I need to convert the streaming MP3 to PCM.
Currently I use AudioFileStream to parse MP3 packets. Audio Unit(AUGraph) for effect and mixing.
I found there were two api for converting, AudioQueueOfflineRender and AudioConverter.
Which one will suite this scenaio?
