The creation, saving, discovery and reload of AU presets is baked into the AU API. The location of the presets is not determined by the host or the plugin. This mechanism rather pleasantly ensures that all hosts can share presets created with any other host. So if the folder(s) used to be created "by" another host, it was not via any explicit actions, but merely using the AU API to save a preset.
