The missing 8I127.plist is an oversight. I'll try to get it posted
soon.
That said, xnu is pretty self-contained, so it should work fine to
initialize with an earlier Tiger build and then build xnu-729.6.70
within that BuildRoot.

It's pretty much accurate, except that you may have to copy some
headers into appropriate places by hand to build kextsymboltool.
