How does any shielding around the machine protect against anything

If I don't turn off "Allow nap" in the Shark "Processor" systeem
preferences on my G5, as soon as I start a cpu intensive game (or if
I e.g. drag around large objects in a Keynote presentation), the
machine starts emits some kind of chirping noise.
I don't know what kind of stuff can be emitted other than noise, but
there definitely are parts of my machine which appear to react in an
externally discernible way to cpu power consumption changes (or at
least to the rate at which it changes).
