Apple's X11 treats multiple physical displays as a single display (look up
Xinerama for details). There is no :1, and not even a :0.1 (which would be
more likely, and possibly worth trying, since it means the secondary
display of the primary X server). You are better off figuring out why the
user thinks he can't drag the whole GUI into the secondary display. Since
it is all one large display, any window should be draggable anywhere on the
various screens.
