Since I'm feeling charitable, I'll respond to your question.

Virtually all systems provide extensions in some form, and Mac OS X is no different. Your question involves a decidedly non-portable aspect of Mac OS X (SystemConfiguration framework) so portability of the tool chain should not be a concern when the API itself is not portable. The definition of open source per <http://opensource.org/docs/osd> doesn't include any references to portability. And finally, on the topic of portability, Mac OS X conforms to the Single Unix Specification version 3.
