If the target of the -LoginHook parameter is a plain Mach-O binary
that acts like a daemon, the mechanism works.
If you execute the binary instead of the .app folder:
-LoginHook /Applications/Chess.app/Contents/MacOS/Chess
the LoginHook does indeed cause Chess to execute.
