This is not necessarily true. I've submitted two simple Linux kernel
bugfixes which were simply ignored. One was sent to the LinuxPPC
equivalent of LKML, the other directly to the maintainer of the
affected driver.
I can only guess why this should happen, but I expect it comes down to
the fact that there is only so much time in a day and email from some
random unknown person is therefore prioritized pretty low.
