"dev" is special and is managed by the kernel. On some *nix systems you
can do command-line stuff in there but not on Mac OS X, even as root.
It says that you have rwx access but that's not been my experience
(which I regard as "good", just in case someone gets an idea that I'd
like to change it)
But it sounds as though there's a rogue entry somewhere. My suggestion
would be to boot from another drive so that your regular volume is not
the boot volume. It won't then get the special "dev" treatment which
applies to the boot volume only. You should then be able to deal with
the rogue using regular tools.
But be careful. making a mistake with dev can spoil your whole day, and
more.
