Yes, of course. One reason is to get the license to run Tiger.

or is there any way to get Tiger version (Network update or building Darwin kernel for Tiger and running on Panther?)

With some coding skills, patience and luck you can probably build Darwin 8.x on Panther using darwinbuild. Wether you do it or buy the CD, you'll find upgrading to Tiger / Darwin 8 allows you to retain the non-Apple stuff (user data, apps, etc.) at best. Tiger is all different.
