According to a quick grep in /Library/Receipts, the binary and man page are both in Essentials.pkg (part of the default OS install, afaik). Maybe you didn't reinstall the OS yourself after getting your machine from Apple, and that binary somehow got missing from ASR image they use to initialise their shipping machines? (I always reinstall/customize the OS after getting a new machine).

It's in my /Library/Receipts/Essentials.pkg as well.

I've had this computer for quite some time so I've upgraded at least to 10.4. In fact, quite recently, something very strange happened and bc no longer works. I get:

$ bc
dyld: Symbol not found: _history
  Referenced from: /usr/bin/bc
  Expected in: /usr/lib/libedit.2.dylib

Trace/BPT trap

A few times a day, that same message pops up but for /usr/bin/nicl. I think a software update broke something. I should probably just reinstall the OS and re-upgrade from 10.4.3 to 10.4.8.
