The key point is that you have to switch loginwindow to "Name and
password" mode, rather "List of users".
A small issue with that is that, at least for me, this hasn't worked
since 10.4.0, and for other people since before that. After logging
in at the console, there will inevitably be something loaded which
launches the WindowServer as a dependency, bringing up a nice blue
screen to cover the console output :-(. Back in Feb 2004 this was
discussed on darwinos-users as being "broken in Panther[....] We'll
have to investigate ways of resurrecting >console (assuming people
really really still want it) in 10.4." which I guess means too few
people really really still want it ;-(
Changing /etc/ttys to:
console "/usr/libexec/getty std.9600" vt100 on secure
_may_ get you a 'sticky' console, but I haven't tried in a long time
(like, 10.1).
