THere could be many reasons for your problem, but the more appropriate list would be the mac-osx-server list which is at email@hidden.
However before you post there I'd suggest some basic trouble shooting including reviewing system logs, determining system loads and processes during the problem, and being able to describe the steps that can be used to reproduce it. Then include any evidence and information to support the issue you're having. For instance, you mention that files are being copied yet don't describe the user or client who's performing the copy or an example of a command or method that they're using nor source and target descriptors for the files. Also describe how the PC user is uploading these files. By what methods, etc.
