Brian,
Are you still seeing this problem ? with what versions ?
One good way to avoid having to re-download the Root CAs each time is
to backup the Cert database from your profile.
Are others seeing this as well ? If you are seeing this, send me
off-list and let me know versions of what you have.

This is mostly a problem when setting users up for signing and
encrypting
email.
Our current work around is to download the certs individually from the
GDS,
