Although it may look like a CAC is required you can still unlock the system
with a username and password, and I know in 10.4 you can use fast user
switching but I'm pretty sure 10.3 allows it as well. If you click on the
Silhouette of a person on the screen where it asks to for your CAC you can
use your username and password.
Not sure if that helps you 100% but you definitely don't actually need your
CAC to login to the system.
