If we have a power outage and the xserve and the xserve raid are shut down, is there a way to set it up so that if the xserve is restarted that the xserve raid is automatically restarted? If the power comes back on, will the xraid be in standby mode and can the raid admin tools be used to power it fully up?

You can set them both to power on after an outage. Make sure though that you set a fairly long startup after power outage delay on the Xserve to give the RAID enough time to come ready first.

'sudo systemsetup -setWaitForStartupAfterPowerFailure <seconds>'
