Most likely the VA is firewalling port 25... this is becoming more and more common practice... see if your university offers a alternate SMTP server running on an alternate port.
If they do not, ask the VA what the SMTP address is for the VA (you could try med.va.gov)... chances are it is running SMTP... but they may also have relaying denied (which would prevent you from emailing via your university account).
You could authenticate to the med.va.gov SMTP server with your VA account information, that may fix the problem since you validate yourself as a valid user...
It happens with .mac all the time... I have another hosting company (aplus.net - superb service, OC48, been with them for years)... they have always been ahead of the game - they run SMTP servers on port 25 (which most block), and on 587 (which nobody blocks that I have found).
I've begged and begged the .mac support people to just put up a freakin' SMTP server on an alternate port, but the comments go into limbo with no response.
Also note, some places intercept port 25 traffic and route it to their own SMTP servers... when this happens many providers (AOL. Hotmail, etc) will flag the email as junk because it says from "email@hidden", but the SMTP server resolves to "someisp.net"... it's screwed up.. an easy fix, but nobody but APLUS.NET has dealt with it.
I know Bill Cerniuk (a big Mac advocate) runs several hosting services... perhaps he would be willing to put up an SMTP server on an odd ball port if we paid a small fee :)

Hi VA Mac users,
I have been using Mail (latest update) on a MAC running OS 10.3.7. Until
recently I was able to send and receive emails from my university account.
Now I can only receive. I tried both SSL (port 25) and no SSL. When SSL is
off I get a message saying teh password was rejected, even though it is
correct. When using SSL I am told the smtp server won't accept traffic
through port 25. I called the University of Penn and they say it is a VA
firewall issue. Does anyone know how to configure this to work? My IRM folks
don't support Macs.
