My guess is it would be something like Army AKO access - your COR signs a permission form requesting/agreeing to allow you access to the list for X time frame (end of contract). Send that form to a designated Apple POC, who reviews it, then contacts the COR for verification. COR verifies the request is valid, Apple POC creates an account for you/validates your access. Renew as needed.
As another poster said - a layer of red tape. :)

It would be nice if it were kept open to those of us who do work for the Federal government but lack .mil/.gov addresses. Someone mentioned having a .mil/.gov sponsor. How would that be done, exactly?
