I've stumbled through the documentation and finally found something I had asked about on this list:

pwpolicy

How long has this existed for OS X (as opposed to OS X Server) and does it really work on OS X (before I break my machine)

It has things like password history, expiration dates, requiring alpha and numeric characters, minimum password length.

Any issues with pwpolicy before I configure all our OS X 10.3.8 machines to meet our local requirements.

I should note it still fails in one aspect, we're required to use a combination of alphanumeric characters and symbols, I didn't see the latter part in the man page.
