I downloaded and installed the Tiger Common Criteria package, and that seems to have resolved the problem. So if an audit trail is important in your environment, you will probably have to re-install the Common Criteria package after you upgrade to Tiger.

Yes, you are correct. That is why there are two separate installs for 10.3.x and 10.4.x for the Common Criteria Tools package (which includes all the audit pieces). If you upgrade a system from 10.3.6-10.3.9 to 10.4.x then you will need to install the 10.4 version of the Tools.
