They never figured it out at this site - after several months, local ADP control finally told the user to order/buy it 3rd party.

You should be able to order it as part of Office 2004 Professional
Edition through the Microsoft Enterprise License at
<https://ascp.monmouth.army.mil/> (I say "should" because we're still
waiting on our DOIM to complete the process).
