I'm running 4.6.03 (0160) with intermittent startup errors - good to hear the new version fixes these(?)
until you can upgrade, you may try restarting the VPN service from the command line:


sudo /System/Library/StartupItems/CiscoVPN/CiscoVPN restart

this usually does the trick for me.
