Has anyone had experience trying to get the SCR331 card reader to work with
Virtual PC?
Yep. I've even done smartcard logon to a domain-joined VPC client. It
will only work with USB readers, howerver. Also, since VPC takes over
the raw USB device, it'll work with any USB reader that Windows will
support (in general)--OS X support of the reader isn't required.
I support some users that require the use of the application in
order to use software that is not written for Mac like Formflow. Also
websites like DTS will not work with browsers other than IE 6. Any
suggestions?
Some "IE only" sites really aren't. You can fake it to test by changing
the User-Agent string the browser passes. You can do this is Safari by
enabling the Debug menu:

Also can be done with Camino (plus the CaminoOptions add-on, but doesn't
support the CAC) or Firefox (supports the CAC but requires a bit of
twiddling).
