This is true. I was actually at the Apple Store in Boston two weeks ago
and I bought a (drooling, rapid heart beat) 17 inch Macbook Pro. They
honored the fed discount in the store. After fed discount I paid $2705
I believe, but software is not eligible. The only discount they would
give other than Fed that was software was 25% off .Mac, but I already
have one of those so I didn't buy it at that time. I know when I
flashed the federal ID they looked in a book to get the EPP price, and
didn't look online. So possibly RAM was not listed in the book since it
is a BTO and that's why they were wanting to charge you the difference.
You might have been able to have them log in to the EPP website and
maybe get a manager override, but not sure.
The EPP and educational discounts are both only eligible on hardware in
the retail store though.

Couple of questions. The Annapolis, Md., Apple Store says that Apple
software is not eligible for the Federal discount in the store, that
it must be ordered online. Is this true, or does the store's
personnel need some training?
Also, they wanted to charge $600 to upgrade a new 20" iMac to 2GB RAM
at the time of purchase, while online Apple only charges around $260.
What gives? Are they really ripping people off that much in the
stores? (We won't even talk about the "oh well, that's just the way
it is, take it or leave it" attitude of one of the sales people there).
