Classification: UNCLASSIFIED

Under "Get Info" on a file there is the following 3 categories.
Owner, Group, and Others. Where can I create a group so I can limit
access to just whoever is in the group? Can't find any info on how to
create the Group my guess is that these categories may have to be
created on a PC but my other users are on Macs. Can someone point me
info on this topic or how to setup a "Group"?
These are standard UNIX groups and can be set up a number of ways.
What exactly are you trying to accomplish? Will these all be local
users on that system, or network users (connecting remotely)?
Typically, more granular controls for file access are done on a
server running a server-class OS, such as Mac OS X Server, which
exposes GUI controls for such access.
However, this can also be done on a Mac OS X client system...but it
kind of depends on what you're trying to accomplish and who the
target users are, and whether they are local or remote. And no, the
categories don't have to be created on a PC. Keep in mind that if all
of the users are local, when you have physical access to a machine,
all bets are off and you should consider that without strong
encryption, anyone with local access to a machine could in theory
access any file on that machine.
