The last time I researched this (about 18 months ago), PGP was the
only software-only FIPS 140-2 certified file encryption product
available for the Mac.
I also looked into encrypted hard drives at the time (there was a
short dicussion thread here on fed-talk). The only devices with an
actual certification I was able to find that appeared to be
compatible with Macs were the "SecureD" product line made in Norway
by HIgh Density Devices:
