well either.

ECA certificates are *not trusted* by default by DoD policy. They're
used for authN of non-CAC-eligible people for specific applications
only.
The problem isn't Verisign, it's whoever owns the site/application
you're trying to use. If they have a need to authN non-CAC-
eligibles, then they need to get that approved. The service PKI
office should be the first place to turn to.
