I like option 3 myself. Apple has a whole migration guide to help with
this sort of thing...

I have Tiger Server on one machine, and I want Leopard Server on
another
(decomissioning the older server).
Should I:
1. Move the current Tiger installation to the new machine then
upgrade?
2. Upgrade on the current machine, then move?
3. Do a clean install of Leopard on the new machine, and then move
the
Tiger configuration over? Any hints/tricks about what-all to move
(e.g.
stuff not specifically managed by Workgroup Manager or Server
Manager?)
4. Some other way?
