AF uses PureEdge. XFDL is ancient as far as XML specs go. It had signing
in it before anyone had really thought about it, and IMHO it's
implementation of XML signing is as bad as XML-Dsig.
AFAIK there are no XFDL tools for OS X.

Anyone know anything about this? Is there a Mac product available for
this format? Although there seems to be an RFC to define the format, it
appears that there's a single proprietary product called PureEdge that
at least the Army is pushing.

I haven't used it in a while, but a version of IBM's WorkPlace Forms
(replacement for PureEdge viewer) was available at:
http://www.grants.gov/help/download_software.jsp
I never knew why Grants.gov was distributing it, I just used it. It worked
OK, but had trouble saving files. I finally just broke down and installed
PureEdge on Parallels Desktop and use that now.
