I think the line below is the one that explains your problem. If you are using an SCR331 reader, the firmware version should be something like 5.xx.
The easiest thing to do is to update the reader firmware using a PC. You will need to obtain the firmware, making sure you get the right stuff for your reader.

Scroll to the bottom of the page for firmware update for SCRx31 CCID firmware version 5.22.
Or if you are tired of messing with the SCR331, buy a new card reader that works, like an OmniKey or Reflex USB reader. There are many sources online.
