I was thinking about writing a freeware (we will not charge for it but reserve the right to insert advertising into it for our commercial tools) tool, but I would appreciate some federal feedback if this is suitable and certifiable.
Here is my plan.
You open the app, it opens the camera and shows that it is working. It shows you the source it is going to use to remove the driver (and allows you to copy paste it) then removes the driver. Upon reboot it can be run again to try to use the camera again. Apple changes the drivers a bit, this is something I have attempted in the past, so I think it is important to show that it is no longer working.
The same process can be repeated again to turn off the internal microphone driver.
As federal employees you are more aware of what is required here, and there is little point in doing this software fix if it cannot be certifiable. My impression is that there are two sides to this.... 1) demonstrate, 2) document
We are a commercial organization that is focussed on servicing our federal customers so we are aware and constantly learning the ins and outs of the requirements that popup. Please let us know if this is a viable solution for your employers and your own understanding of situation.
Note: these will be permanent changes, only the Apple installer can legally put those things back if they are removed. I can move them to another location but I think that might just cloud the issue.
Kind Regards
