another option is to take some fast drying epoxy, add some black food coloring, mix and put a thin layer over the camera.
or just get some silver spray paint and q-tip . spray a piece of paper until wet, dab q-tip on paper, then dab on the camera. this is less noticeable than the above and is potentially reversible if necessary.

In some places, there at least used to be the option to simply have an Agency approved sticker that is placed over the camera aperture. Its a very sticky little mylar cover that can easily be seen and completely eliminates all light transmission through to the camera. For large runs, Apple federal *may* be able to provide assistance by eliminating the camera..., but I suspect that will likely be a third party issue.

The ability to disable it has become a issue, do to the bezel thinness, and the integration of the camera into the display connector amongst other things.
