Ahh, this is making more sense:
The *beta* of the iPhone SDK is free; eventually, to be a part of the
ongoing iPhone SDK program, have access to the SDK, the App Store,
prerelease iPhone firmware, etc., you'll have to join one of the two
iPhone developer tiers ($99 for Standard or $299 for Enterprise),
which appear separate from the conventional Select and Premier
developer programs.

The iPhone Developer Program will initially be available to a
limited number of developers in the U.S. and will expand to other
countries in the coming months.
I went through the iPhone SDK download registration
sequence, entering my ADC member ID and it now accepts me as an
iPhone Developer (I guess). (Country code for US is 1 for phone
number) I got my return email and am trying to download the SDK
right now.
