Here's what I'd recommend.
Have him sign up for a uGov Enterprise Email account, which will give
him a ugov.gov email address. His AKO email can be forwarded to
ugov.gov, and ugov.gov (which uses the Zimbra Collaboration Suite) has
an excellent web interface which is fully compatible with all
browsers, including Safari, as well as an iPhone-specific interface.

Additionally, the reply-to address can be set to his AKO account, so
everything can be transparent with respect to his email address...he'd
just be using uGov email instead of AKO, and getting a much nicer web
experience plus iPhone compatibility, in an environment fully
accredited for unclassified use.
