The message is, of course, "why would we want to code for
standards-compliant browsers when we can just stick with MS products."
We have countless issues with Macs and EPA sites. Our intranet sites
are coded extensively with Active-X. The justification is that there
are no Macs on the network (officially). That precludes, obviously, any
Macs ever being on the network because the websites and applications are
specifically coded to *not* work with Macs. Getting people away from
that and toward cross-platform solutions has been challenging, to say
the least.
For some ammunition on getting intransigent Windows groupies (who happen
to be in positions of authority and influence) moving on the
cross-platform concept, you may want to provide the following
information:
The Government Paperwork Elimination Act (GPEA), Public Law 105-277
specifies that with respect to acceptance of electronic signatures by
Executive agencies, that the agencies "may not inappropriately favor
one industry or technology." P.L. 105-277, ยง 1703(b)(1)(B). While
this is a narrow statement about e-signatures, many systems interact
with those signature systems and protocols so this Congressional
directive could apply broadly. The legislative history of the
section indicates that: "The intent of the bill is for the
government to remain 'technology neutral.' The intent of the bill is
not to mandate the use of a particular technology. Rather, the bill
is intended to be technology neutral leaving open the possibility
that a wide variety of existing technologies or technologies that
will be developed in the future may be used by the Federal government
in satisfying the requirements of this bill." Senate Report 105-335
on P.L. 105-277, Sept. 17, 1998. Clearly this shows that congress
does not want to limit its technology to Microsoft-only technology,
but that executive agencies should remain "platform neutral." This
can be done by adoption and employment of industry standards so that
all standards-compliant systems, such as web browsers, will function
properly.

I addressed the Safari issues mentioned below some months back. Here is
the
response I received from Brandi at the AKO Help Desk (grammar and Caps
unchanged):

Sir,
The AKO/DKO portal was coded to be used by Internet Explorer. Other
browsers
will work with the portal but may not display the AKO/DKO portal
correctly.
One of the browsers that have the biggest problems on the MAC is Safari.
If
a user is using Safari on their MAC to access the AKO/DKO portal,
suggest
that the user use either Camino or Firefox to access the AKO/DKO portal.
Camino and Firefox generally have fewer issues with displaying the
AKO/DKO
portal.
The AKO/DKO portal does have any support for any browser other than
Internet
Explorer.

Even a note to the PM, AKO by a good friend (on this list) didn't seem
to
help. It does seem strange that they would basically ignore the fact
that
the AKO community includes family and retirees that don't all use IE...
