You do have to activate the phone through AT&T. This has been the case
since the iPhone 3G began shipping.
The iTunes activation process still exists, but not for non-first-gen
iPhones.
Guaranteed delivery of iPhone 3G S on Friday was never really
"guaranteed", and if you're going through Premier or anything but a
standard, personal purchase, it was virtually guaranteed to be delayed
beyond today.
