That's like saying that Microsoft should ship QuickTime with Windows. Not gonna happen! If your in an Enterprise environment then you build the Machines and install required software. Just like we install QuickTime and Flash on our PCs and Flip4Mac and Flash on our Macs, you just need to add Silverlight to your list. There's no reason for Apple to include it with the OS.

An old version of Flash. they don't keep it updated. Silverlight is a reality and rapidly growing especially in government circles.
