I sent in a similar report. One difference is that, if I disable 3G and hard reboot the phone (holding down both buttons and releasing only after the apple logo reappears), the phone appears to behave "normally." I can get email, in other words, and battery life appears to be about a day and a half.

With the previous 3.0 release (and possibly before) when I was having troubles connecting to email I found rebooting the phone helped. But with 3.1 the problems have become worse. Here are some of the symptoms: (NOTE: All the problems are described with respect to email, but I also disabled my email accounts and only used the phone for the facebook app and had the same problems) (1) Even with full bars I often cannot connect to email, the circular progress indicator seems to spin forever. I often get either (or both) an alert for not being able to connect to the mail server or not being able to connect to the data service. (2) Shutting down seems to have problems. After experiencing a circular progress indicator, when I power down the phone several things seem to happen: (a) the shutdown takes longer (b) Towards the end of the shutdown there is a brief chime and the display briefly comes back up (with the picture of the Earth if I am not connected to power, or the battery cha
rger progress image if I am connected to power), and the "Searching" appears in the upper left hand corner indicating that it is not connected to AT&T (c) When the phone comes back up after the reboot, the power indicator is *much* lower than it was previously. Sometimes it appears that my phone went from fully charged to just a sliver of charge left. (3) After experiencing an infinite progress indicator issue when trying to connect to a network service (Mobile Me or facebook), connecting the phone to my Mac Book Pro (directly to the computer, not the keyboard or other lower power device) doesn't appear to charge the iPhone. That is, the "charge level" indicator doesn't seem to change. However, if I reboot the phone, the charge indicator appears to be much higher suddenly. In short, after experiencing a circular spinning indicator the battery charge level doesn't seem to update either to indicate that the power has drained (if not connected to power) or the charge has increa
sed (if connected to power). Rebooting the phone allows the battery charge indicator to show a dramatic change (up or down). Also after a circular spinning indicator, connections (to pull down email or update facebook) often stall until I reboot. After the reboot the update (mail or facebook) happens fine (at least until the next infinite circular spinning indicator). Also after a circular spinning indicator, shutting down the phone seems to take longer and it doesn't behave the same way. This seems to be independent of any particular network application I use. After disabling email, I will encounter this problem when just using facebook. Alternatively, I will get this problem when just using Mail (Mobile Me access without automatic fetch (it only pulls down email when I have the Mail application running)) and I do not use any other applications.
