Mike,
A lot of people have been getting new CACs lately. The DoD and some ECA vendors use two certificates: one for identity and another for encryption.
Go into Keychain Access for one of the people to which your user cannot send. You'll see two certificates per CAC user. Double click on each of the certificates and scan the Key Usage field. If it says "Encrypt, Verify, Wrap, Derive", then keep the certificate. If it only says "Wrap", then delete it.
See if this works.
