Because Good Technology had a working product suite on the shelf that could meet the Go Mobile requirement set, and is (on the whole) more responsible to DoD modification requests (because DoD is a larger share of their business) than either RIM or Apple or Google.
Good Tech is developing an iPhone and Android suite to complement the WinMobile suite, but it remains to be seen how smartcard support will function on those platforms. I expect little problem with Android, but iPhone may be a challenge because of SDK limitations imposed by Apple.
