One problem is that the "bars" as a means of comparison are useless since there is no standard, manufacturers and carriers don't release the formulas that they use, and they are free to change them at any time.

Software can fix some error handling, such as changing frequencies or cell towers on the fly.
My speculation for Friday's press conference:
0) Background information on the "problem"
1) Software change to "bar algorithm" that will show fewer bars
2) Software update to better handle some error conditions
3) Free bumpers or a coupon you can use in the purchase of a case
Longer term: This may be the first year in which Apple introduces a new iPhone mid-cycle, one with the antenna on the inside again.
