What version of exchange do your public folders live in? If it's 2003, then that is the case, you will not see the public folders or subfolders. It seems for you to be able access them, they must exist on 2007 and above.

You can create one in your contacts but any groups in the Public folders are not visible or accessible.
Moreover, the public calendars are as the individual email addresses, just no groups.
I hope MS plans on fixing this.
