In fairness, that's in part because actual security risks are often classified (or considered such) until resolved, in addition to the aspect you're talking about ("there likely isn't one.").
Certainly Mac OS X, as well as every operating system platform, always has vulnerabilities. But what we don't see are a lot of active penetrations into Macs using these exploits. Sooner or later the exploit tool makers will become educated on how to take advantage of Mac vulnerabilities and start adding these components to their toolkits, but so far that isn't happening.
For now, the likelihood of your system being compromised if it is a Windows box is far higher than a Mac box, even if that Windows box is fully patched and running up to date antivirus software. :(
If you want to be compliant with government requirements, get a Windows box. If you don't want to be hacked, get a Mac.
