iOS prevents apps from extending the platform. This includes modifying the Bluetooth stack to change the list of BT profiles. There's good reasons for this; freedom to extend the platform allows apps to violate their sandbox, which is a really Bad Thing.
Apps that need unsupported BT profiles are free to include their own BT stack, but then they can't use the built-in BT hardware. Thus, a dongle is needed.
Android developers have more freedom (and more risk).
