There is a (very) recent SMS exploit (which is a broader SMS issue) which describes how to spoof SMS, but that's more of a proof-of-concept, and doesn't have anything to do with voice. Since there have been no allegations of this happening to date to my knowledge, it would be good to get more details.
0. What model of iPhone, and which version of iOS?
1. What precisely is happening? (You're getting a voice call that appears to be a normal call from one from one of your contacts, but when you answer it, it's a telemarketer? Is it a recording? Who is it? Is it always the same people? What are they selling/scamming/etc.?
2. How often is it happening?
3. How long has it been happening (when did it start)?
4. How many contacts has it happened to?
5. How many incoming telephone numbers are involved, and what are they? (Have you googled any of them?)
6. How does the "out of service" number get associated with someone in your contacts? Does it appear an additional number is associated with the contact, as if you added it? If it's your friend, how is it that a number that doesn't belong to them is associated with their contact entry?
