Have you verified the "out of service" condition by trying the contact's number on a phone other than your iPhone? If the OOS condition persists, I'd expect the contact's phone had been hacked and/or cloned; if not, then I'd suspect the problem is on your end.

Subject: [Fed-Talk] Spamming Contacts on an Iphone
Spammers are impersonating contacts on my Iphone. The caller ID shows someone from my contacts but when I answer the call it's a spammer. When I try to call the number from my contacts list associated with that name I get a message that the number is out of service. What's going on and how do I stop it?
