PKard didn't exist several years ago...
PKard doesn't grant you access to the NMCI (or any other) network fabric; It's not an option to connect a Mac to NMCI natively. That's an NMCI issue. PKard is a piece of middleware that allows remote users to access CAC-enabled web and other resources. It's nice in that it integrates with the Keychain, and therefore allows applications that support the OS security architecture (such as Safari and Mail) to utilize it (so it also does things like allow email signing via Mail).
